Bush in the 2000 election. Cheney took a leading role after the September 11 attacks, coordinating the Global War on Terrorism. Dick Cheney was a leading proponent of Operation Iraqi Freedom, and he supported wiretapping of U.S. citizens by the National Security Agency and enhanced interrogation techniques that have been equated with torture. Cheney has been called the most powerful vice president in American history.
