Barack Hussein Obama was a community organizer and a civil rights attorney who taught constitutional law. He served three terms in the Illinois Senate before being elected to the U.S. Senate. Obama is the first president from the state of Hawaii and the first of African American descent. Elected president in 2009, he inherited a worldwide economic crisis known as the Great Recession. He signed into law major economic stimulus legislation, Wall Street reforms, and the Affordable Care Act. A highly partisan political environment resulted in conservatives blocking many pieces of legislation. Senate Republican Majority Leader Mitch McConnell made history by refusing to consider any nomination Obama made to fill the vacancy on the Supreme Court after the death of Antonin Scalia.
There are three separate branches of government in the United States; the legislative, executive, and judicial. The president is the head of the executive branch, the elected head of state, and the commander-in-chief of the U.S. Armed Forces. The executive branch is responsible for executing and enforcing federal law and appointing heads of all executive agencies and federal commissions. The president is responsible for promoting diplomacy with other nations, issuing executive orders, and signing pardons and international treaties. When legislation is passed in Congress, the president has the power to sign or veto bills. The Constitution states that the president must be a natural-born citizen of the U.S., at least 35 years old, and have lived in the U.S. for at least 14 years. Elections are held every four years and the president is limited to two, four-year terms.
