Description
Howell Edmunds Jackson served in both the Tennessee House and Senate. In 1886, he was appointed as a Federal Judge on the U.S. Court of Appeals for the Sixth Circuit. In 1893, President Benjamin Harrison nominated Jackson to the Supreme Court. He is remembered for his option in Farmers’ Loan and Trust Co. in which Jackson argued in dissent that a federal income tax was constitutional. He was skeptical of states’ rights and was inclined toward judicial restraint. In Mobile & Ohio R.R. v. Tennessee, he favored a broad interpretation of the Contract Clause, ruling Tennessee acted illegally using the state Constitution to renege on a promised tax exception.
