James Madison is hailed as the “Father of the Constitution.” As a leader in the House, he drafted the Constitution and the first ten amendments (known as the Bill of Rights). Madison and Jefferson organized the Democratic-Republican Party. As Jefferson’s secretary of state, James Madison supervised the Louisiana Purchase. During his presidency, he led the country into the War of 1812 with Britain. Like many Virginia statesmen, he owned a tobacco plantation and was a slaveholder. Because the number of seats in the U.S. Congress depended on population, and in order to have greater representation, Madison supported the Three-fifths Compromise, which counted one slave as three-fifths of a person.
The secretary of state was created as part of the president᾽s cabinet beginning with the administration of George Washington. Washington created four cabinet positions to provide him with a source of key advisers, in the form of the attorney general, secretary of the treasury, secretary of state and secretary of war. Current presidential cabinets are made up of sixteen officers. Members are chosen by the president and confirmed by the U.S. Senate. The secretary of state is regarded as the most senior position in the Cabinet and is fourth in line of succession to the president.
